Description / Scope of Work
Punjab Irrigation Department invites e-tenders from registered engineering firms and contractors for two surveillance and watch & ward contracts under the Gujrat Canal Division. The first contract covers surveillance, watch and ward of flood infrastructures in the S&I Sub Division Gujrat with an estimated cost of Rs. 2.16 million, while the second contract is for canal surveillance, watch and ward in Gujrat Canal Sub Division Gujrat valued at Rs. 2.592 million. Both contracts are offered on an item rates basis under the PPRA E-Tendering System in Punjab province. The procurement involves labour engagement for surveillance and maintenance activities over a contract period ending 30 June 2027, with scope including regular monitoring, security, and operational support of irrigation infrastructure.
Eligible contractors and firms must be registered with Pakistan Engineering Council in the relevant category and codes valid for financial year 2026-27. Bidders are required to register on the Punjab PPRA e-procurement website at www.punjab.eprocure.gov.pk and submit earnest money as a CDR (Certificate of Deposit Receipt) amounting to 5 percent of the estimated cost in favour of the Executive Engineer, Gujrat Canal Division. All bids must include complete Bill of Quantities with item rates quoted in rupees rather than percentages, and any incomplete or conditional bids will be declared non-responsive. The successful bidder must furnish a performance guarantee as per PPRA clause 56 and shall be liable for staff engagement on monthly basis based on actual requirements, with all workers paid minimum wage as notified by Punjab Finance Department.
Bids must be uploaded on the Punjab PPRA website by 01:00 PM on 26 September 2026, with original CDR documents submitted physically to the tender opening committee on the same day by 01:00 PM at the office of the Executive Engineer, Gujrat Canal Division, Gujrat. Bid opening will take place at 01:30 PM on 26 September 2026 in the presence of the Tender Opening Committee. The successful bidder must execute an agreement within five days of the acceptance letter and mobilize immediately.
