Description / Scope of Work

The Irrigation Multan Zone invites sealed bids for the award of toll tax collection rights at Mailsi Syphon Cum Barrage in Punjab for the financial year 2026-27, covering a period of 275 days from 29 September 2026 to 30 June 2027. The second revised reserve price for this toll collection contract has been approved at Rs 24,602,216 by the Chief Engineer, Irrigation Multan Zone. This is a one-year toll collection contract where the successful bidder will be responsible for levying toll tax on all vehicles as per the government-approved schedule and maintaining all associated infrastructure and facilities throughout the contract period.

Eligible bidders must furnish earnest money in the shape of CDR at five percent of the reserve price. The successful bidder is required to provide a bank guarantee equal to ten percent of the total bid amount after receiving sanction from the competent authority, in addition to the earnest money deposit. Bidders must submit attested copies of CNIC, specimen signatures, and Power of Attorney in case of firms. The bid amount will be payable in twelve monthly installments along with taxes in advance, with all expenses for provision, operation and maintenance of facilities to be borne by the lessee.

Bid documents are available for collection from the office of the Executive Engineer, Mailsi Syphon Division Thingi, during office hours until 25 September 2026. Sealed bids must be submitted with earnest money by 12:00 PM on 26 September 2026, with opening to follow at 12:30 PM the same day. The successful bidder will not be entitled to compensation for any loss due to road closure, disaster or breach of any section, and must deposit income tax at ten percent of the bid price along with all taxes as notified by Government. Acceptance of the highest bid rests with the Chief Engineer, Irrigation Multan Zone.
