Description / Scope of Work
The Communication & Works Department, Government of Punjab, through its 5th Buildings Division, is inviting sealed electronic bids for two addition and alteration projects at ministers' residences located in Government Officers' Residences (GOR-I), Lahore. The first project at 1 Upper Mall, GOR-I, Lahore has an estimated cost of PKR 3,383,652 with a completion period of one month. The second project at 1 Shanan Road, GOR-I, Lahore carries an estimated cost of PKR 6,675,151 with a completion period of two months. Both works are to be executed on approved Detailed Norms and Item rates (DNIT) as per the contract conditions. The procurement is being conducted through the Punjab e-Procurement System in compliance with Punjab Procurement Regulatory Authority (PPRA) rules and regulations.
Participating contractors and firms must be currently enlisted or renewed with the Pakistan Engineering Council (PEC) in the relevant category for the financial year 2023-2024. Contractors are required to possess specialized codes CE09 and CE10 as mandatory criteria; those without these specific codes will not be considered further in the evaluation process. A bid security of 5% of the estimated cost, calculated as PKR 169,183 for the first work and PKR 333,758 for the second work, must be submitted electronically through the Punjab e-Procurement System. No physical financial instruments such as Call Deposit Receipts (CDR) will be accepted. Conditional bids and tenders submitted without earnest money shall be rejected outright.
All tender documents including the DNIT are available exclusively on the Punjab e-Procurement System website at https://ep.punjab.gov.pk and the PPRA website at http://ppra.punjab.gov.pk. Interested bidders must register on the e-Procurement System to participate. Tender bids must be submitted electronically by 29 September 2026 at 12:00 PM, and bid opening will take place on the same date at 12:30 PM in the office of the Commissioner Lahore Division by the Tenders Opening Committee. Manual or physical bids will not be accepted under any circumstances.
