The Communication & Works Department, Government of Punjab, 5th Buildings Division Lahore invites electronic bids for the addition and alteration of the Annexe Building 4-Upper in Government Officers Residences-I (GOR-I), Lahore. The estimated project cost is PKR 22,126,233 with a completion period of three months. This scheme is being tendered under PPRA Rule 38 single-stage two-envelope bidding procedure via the Punjab e-Procurement System at https://ep.punjab.gov.pk. The project involves structural and architectural modifications to ministerial accommodation within Lahore, Punjab.
Eligible contractors must be registered with Pakistan Engineering Council (PEC) in category C6 or above with specialized codes CE09 or CE10 for the current financial year 2026-27. A bid security of 5% of the estimated cost (PKR 1,106,312) must be submitted electronically through the Punjab e-Procurement System. Conditional tenders or those without earnest money will be rejected. Foreign applicants must form a joint venture with a local firm and provide equivalent registration certificates from their home country. All firms must submit valid SECP registration certificates, income tax and sales tax certificates, affidavits on non-judicial stamp paper regarding non-performance history and blacklisting status, and detailed technical and financial bids as per approved DNIT format.

Technical bids will open at 1:30 PM on the same date at the office of the Commissioner Lahore Division. Financial bids will open following technical evaluation.
