Description / Scope of Work
Horticulture Agency Faisalabad invites electronic tenders for four distinct procurement contracts totalling approximately Rs.54.5 million under a newly introduced E-Tendering system notified vide SO(I&C-I)5-4/2024 dated 09-05-2024. The schemes include an annual catering and event hiring contract worth Rs.25,001,891 for festivals and park events; an annual illumination hiring contract valued at Rs.20,000,490 for parks and public spaces; beautification works at Sahiwala Chowk, Canal Road estimated at Rs.4,032,555 with a two-month completion timeline; and various intervention works for service delivery across Faisalabad locations valued at Rs.5,504,438 with a three-month deadline. All works are located in Faisalabad, Punjab, and fall under the Public Procurement Regulatory Authority framework.
Eligible bidders must be registered with the Pakistan Engineering Council for the financial year 2026-27 and must register on the new E-Procurement System portal at https://ep.punjab.gov.pk/auth/login before participation. Bid security of five percent of the estimated cost must be submitted electronically through the system; physical instruments such as bank guarantees, CDRs or pay orders are not acceptable. The successful bidder must provide a performance guarantee of ten percent of the bid amount within fifteen days of tender award or face cancellation and forfeiture of earnest money. Single stage single envelope procedure will be strictly followed in accordance with PPRA Rules 2014 and all amendments.
Bidding documents are available immediately upon upload to the E-Procurement System website. Contractors must download the Bill of Quantities directly from the PPRA portal, work out rates for each item, and electronically upload their complete financial bid by 30.09.2026 at 10:00 AM. Bid rates will be downloaded and announced on the same date at 10:30 AM in the office of Deputy Director Engineering, Horticulture Agency, Faisalabad. Each page of the bid must be duly signed and stamped by the bidder; unsigned bids will be rejected. All applicable taxes are the contractor's responsibility at payment release. Items related to ornamental works and sculptures must be procured from approved sources under Engineer In-Charge supervision. For grievance redressal, the procuring agency has constituted a committee under PPRA Act Chapter-X, Serial No.67.
