Description / Scope of Work
NADRA (National Database and Registration Authority) is procuring dedicated logically isolated storage infrastructure for Public Key Infrastructure (PKI) operations under reference NADRA-HQ-RFB-110/2026 with project code P119623. This procurement of goods is planned for the fiscal year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS v2.0) using a Single Stage-Two Envelope process with Least Cost Based Selection (LCBS) methodology in accordance with Pakistan's Public Procurement Rules 2004. The procurement is national in scope and covers specialized IT infrastructure required for NADRA's critical identity management and cryptographic key operations.
All participating bidders must be registered on EPADS v2.0 to submit proposals. Bids must be accompanied by either formal bid security as specified in the bidding document or a bid securing declaration in the prescribed format. Eligible bidders are expected to meet standard registration requirements with relevant Pakistani authorities and demonstrate capability to supply and support specialized storage infrastructure meeting security and performance specifications for PKI environments. The procurement follows standard national competitive bidding procedures with all terms, conditions, specifications and technical requirements detailed in the complete e-Bidding documents available on the EPADS portal.
Electronic bids prepared according to instructions in the e-Bidding documents must be submitted through EPADS v2.0 on or before Thursday, October 1, 2026 at 11:00 AM, with opening scheduled for the same date at 11:30 AM.
