Independent System & Market Operator (Guarantee) Limited (ISMO), incorporated under Section 42 of the Companies Act 2017, invites electronic bids through PPRA's e-Pak Acquisition & Disposal System (EPADS) portal for provision of Goods and Consultancy Services in Islamabad. Two activities are being procured: Activity 7/2026-27 covers procurement of legal advisory services on retainership basis, while Activity 8/2026-27 covers procurement of stationery, janitorial supplies, general consumables, plumbing, hardware and refreshment items through a closed framework agreement. Both procurements are to be conducted via the EPADS platform, which serves as the central e-procurement portal for Pakistan's public sector.
Interested bidders must be registered suppliers on EPADS to participate in the tender. Bidders may register themselves electronically on EPADS via the URL https://vendors.epads.gov.pk/. Bids must be prepared strictly in accordance with instructions contained in the bidding documents, which include detailed terms and conditions, procurement procedures, bid securing declarations, bid validity criteria, opening of bids, evaluation criteria and other relevant details. Bids prepared according to bidding instructions must be submitted electronically through EPADS on or before 29 September 2026 at 1100 hrs. Technical bids will be opened on the same day at 1130 hrs in the committee room at ISMO Building, Sector H-8/1, Islamabad. If the bid opening date falls on a public holiday, bids will be opened on the next working day.
