PEDO invites technical and financial bids from prospective consultants for engagement as Project Management Consultant (PMC) for the Khyber Pakhtunkhwa Solarization of Houses Initiative, Phase-1, a 100 percent subsidized programme under single-stage two-envelope quality and cost-based selection (QCBS) procedure as per KPPRA Rules 2014 clause 23(b). The initiative aims to promote renewable energy adoption across Khyber Pakhtunkhwa province through the installation of solar systems in residential properties. The scope encompasses project oversight, monitoring, quality assurance, and comprehensive management support throughout the implementation phase. This is a significant infrastructure development project with substantial scope and budget allocated for the renewable energy solarization component across the province.
The consultant must hold valid PEC (Pakistan Engineering Council) registration with specialized codes 1210 (Renewable Energy sources and System) and 1235 (Surveying, Evaluation and Loss Assessment), along with service codes 0537 (Engineering Design), 0542 (Design Review), 0545 (Procurement Services), and 0547 (Project Management). The consultant shall also be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Federal Board of Revenue (FBR) according to relevant KPPRA provisions. Selection will be made strictly in accordance with the procedure and criteria specified in the RFP document.
Bid documents must be submitted through the e-PAK Acquisition and Disposal System (ePADS) on or before September 30, 2026, by 1400 hours; hard copy submissions are not permitted. A pre-proposal conference will be held on September 17, 2026, at 1100 hours in the Main Committee Room, PEDO House, Sector 38/B-2, Phase-V, Hayatabad, Peshawar. Technical proposals will be opened on September 30, 2026, at 1430 hours in the presence of authorized consultants' representatives. The Procuring Entity reserves the right to reject all bids or proposals as per KPPRA Rules 2014 clause 47(1).
