Pakistan State Oil Company Limited (PSO) invites quotations for a comprehensive Structural Integrity Assessment of eleven warehouse buildings located at Keamari Terminal in Karachi, Sindh. The assignment is referenced as RFQ PS20010AA with SAP Number 6100018217 and quotations are required by 29 September 2026. The scope encompasses detailed visual inspection of RCC structural elements, masonry walls, GI sheet roofing, roof supports and visible foundations across all warehouses, coupled with identification and documentation of cracks, concrete spalling, reinforcement corrosion, masonry deterioration, roof sagging and other structural deficiencies. The assignment also requires execution of Non-Destructive Testing (NDT) including Schmidt Hammer Tests, Ultrasonic Pulse Velocity Tests and Ferro Scanner Tests on representative structural members to evaluate concrete quality and reinforcement details.
The consultant must conduct Minor-Destructive Testing (MDT) where required, including core extraction and compression testing, carbonation testing and chloride content analysis. Since original structural drawings are unavailable, the consultant shall prepare comprehensive as-built structural documentation for each warehouse, including structural layouts, floor plans, elevations, RCC column and beam locations, slab and roof framing arrangements and steel roofing framework details. Structural analysis and modelling shall be performed for all eleven buildings based on as-built information, site-measured geometry, material properties derived from testing results, and applicable dead, live, wind and seismic loads to assess overall structural adequacy and identify elements requiring repair or strengthening.
Based on inspection, testing and analysis findings, the consultant shall develop remedial and rehabilitation measures including concrete crack and spalling repairs, RCC and masonry strengthening, steel roofing member corrosion treatment and roof sheet repairs. The deliverables include a comprehensive Structural Integrity Assessment and Rehabilitation Report, as-built drawings for all eleven warehouses, detailed repair design package and Bill of Quantities with technical specifications suitable for contractor tendering, plus an independent Engineer's cost estimate.
