Description / Scope of Work

NED University of Engineering & Technology, Karachi, Sindh, invites sealed bids on Cost and Freight (C&F) basis for the import of laboratory equipment for the Center for Energy Studies under the Department of Mechanical Engineering. This procurement is part of the MEGA-6 project aimed at strengthening laboratory facilities across five leading engineering universities. The tender is issued by the Procurement Cell and referenced as PC(M-6)/NED/Equip/Energy Studies/8583/2026. Bidders must submit bids exclusively through the EPADS (Electronic Procurement and Auction Development System) platform; manual bids will not be accepted. The scope encompasses specialized laboratory equipment required to enhance research and teaching capabilities in mechanical engineering disciplines.

Eligibility criteria require bidders to demonstrate at least three years of continuous, verifiable experience in importing laboratory equipment. Bidders must submit online annual income tax returns filed with the FBR for the preceding three consecutive fiscal years, proving a minimum average annual turnover of Rs 100 million; failure to provide these returns results in automatic bid rejection. Bidders must maintain valid, active GST and taxpayer registrations and must have successfully executed or currently have ongoing at least two independent purchase orders for laboratory equipment imports within the last three years, each valued at Rs 50 million or above, accompanied by completion certificates or performance verifications from respective clients. An original affidavit on non-judicial stamp paper of at least Rs 100 is required, affirming no litigation history, no blacklisting by any public or private organization, and no involvement in corrupt, fraudulent, or collusive practices; all provided information must be authenticated with issuance date subsequent to this notice publication. Bid security of Rs 5 million must be furnished as specified in Rule 37(2) of SPPRA regulations.

Bidding documents are available at https://www.neduet.edu.pk and https://www.portalsindh.eprocure.gov.pk. For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

This is a one-off import contract for specialized laboratory equipment destined for a major university research center.

The procurement is part of a federally-funded strengthening initiative (MEGA-6), suggesting stable institutional backing and likely significant equipment scope. Eligibility demands substantial prior experience: three years continuous track record, minimum Rs 100 million average turnover, and at least two prior laboratory equipment import orders each exceeding Rs 50 million. The 20-day bidding window (15 to 30 September 2026) is standard but leaves limited preparation time. Bidders without documented large-scale laboratory equipment import history in the preceding three years will be ineligible.

Who can bid: Bidders must be manufacturers, authorized dealers, distributors, or suppliers with three years continuous laboratory equipment import experience. Valid GST and active taxpayer status required. FBR tax return evidence mandatory (three years, minimum Rs 100m average turnover). Two prior independent laboratory equipment import orders (each Rs 50m+) with completion certificates essential. Original non-judicial affidavit affirming no litigation, blacklisting, or corrupt practices required. Typically, bidders must hold relevant trade licenses and regulatory approvals for equipment import.
