Description / Scope of Work

Military Engineer Services invites lump sum and measurement tenders for Technical and Clerical Buildings and Roads (B&R) maintenance work for the B&R Sub Division Zone-IB at PAF Base, Gilgit-Baltistan. The estimated cost of the work is Rs. 1,988,000, though this estimate is indicative only and does not guarantee final cost, with any variations not subject to claim. The contract scope covers maintenance and repair activities required to maintain building and road infrastructure within the specified zone at the PAF installation. Work must be completed within twelve months from the date of acceptance of contract or issuance of the first written work order. The tender is issued under contract reference CA NO. AGE-QDI-/2026 with an estimated project scale of approximately two million rupees. The work location is at PAF Base in Gilgit-Baltistan province, serving military facilities. Bidders must submit lists of movable and immovable assets supported by bank certificates and revenue authority documentation, along with inventories of tools, plant and shuttering equipment owned. Contractors not enlisted with Military Engineer Services must deposit 2 percent of the estimated cost as earnest money in government treasury or any scheduled bank of Pakistan in favour of AGE (Air) Qadri (Skardu). Earnest money is refunded if tender is rejected, adjusted as security deposit if accepted, and is forfeited if a non-bonafide tender is submitted.

Bid documents including conditions of contract, schedules and specifications are available for inspection during office hours at AGE (Air) Qadri office in Skardu. Applications for pre-qualification and tender issuance must be received by 29 September 2026, with tenders issued on or after that date. Tender submission deadline is 1150 hours on 29 September 2026, with opening at 1200 hours the same day at AGE (Air) Qadri office where contractors may attend. Bidders must obtain and review the MES Schedule of Rates 2025. Any tender proposing alterations to contract conditions or introducing additional conditions will be declared non-bonafide and rejected. Submission of a tender constitutes acknowledgment that the bidder understands the contract scope, specifications, and conditions under which stores, tools and plants will be issued.
