Military Engineer Services (MES) Quaid Gar invites sealed tenders for seventeen distinct works packages valued between Rs. 0.96 million and Rs. 0.99 million each, totalling approximately Rs. 16.5 million across construction, electrical, mechanical and plumbing domains at the garrison facility in D.G Khan, Punjab. The scope encompasses provision of certain facilities at the garrison, repair and maintenance of buildings and electrical systems, supply and installation of external services including electrical lines, water supply, roads and sewerage infrastructure, bazar supply materials for building and electrical trades, transformer repairs, GI to PE pipe upgradation, water tank maintenance, and provision of cables and breakers. All works fall under PPRA Rules 13(1) of 2024 procurement framework.
Eligible bidders must be enlisted with the Pakistan Engineering Council (PEC) in Category E or above in the relevant field with validity extending at least to June 2027, and preferably enlisted with MES in Category A. Non-enlisted firms must provide 2 percent bid security (refundable). Contractors must furnish completion certificates from users for previous similar projects, detailed personal and bank statements, NTN certificates and three years of income tax returns. Critically, all bidders must provide affidavit confirming no ongoing litigation with government departments and no outstanding special reports from the Directorate of Inspection and Evaluation (E-in-C Branch GHQ).
Bidding documents will be issued to pre-qualified firms by MES Quaid Gar on 28 September 2026 at 1130 hours, with tender opening scheduled the same day at 1200 hours. Interested contractors should contact the MES Quaid Gar D.G Khan authorized representative between 0800 and 1330 hours on all working days for further details. Incomplete applications will not be entertained, and the Accepting Officer reserves the right to accept or reject any tender per PPRA Rules 33(1).
