Tender Details
Description / Scope of Work
The Punjab Enforcement and Regulatory Authority (PERA) invites bids for the procurement of training accessories on a framework contract basis under single stage two envelope procedure through national competitive bidding. This is a recurring framework arrangement for the supply of training accessories to support PERA's operational and training needs. The procuring agency is located at 1st Floor, Alfalah Building, Charing Cross, The Mall Road, Lahore, Punjab, Pakistan. The framework contract will establish terms and conditions for the supply of training accessories over an agreed period, allowing PERA to place orders as required. The bidding documents contain technical specifications and detailed conditions governing the supply, quality standards, delivery, insurance, and payment terms. Bids must be submitted electronically via the Punjab e-Procurement system (e-P) by October 01, 2026 on or before 02:30 PM.
Eligible bidders must be registered firms or trading enterprises with valid SECP registration or National Tax Number (NTN) as applicable, and must demonstrate experience and capacity in the supply of training accessories. Bidders must submit comprehensive eligibility documents, technical conformity certificates, and financial credentials as specified in the bidding documents. A bid security is required as per the Bid Data Sheet, typically calculated as a percentage of the total bid value. All bids must be properly sealed, marked, and submitted in the prescribed format with original signatures or authorized digital certificates. The bidding documents are available from PERA's procurement office and through the e-P portal.
Bids will be opened at PERA's office on a date to be notified after the submission deadline. Technical evaluation will precede financial evaluation, and only technically qualified bidders will be considered for award. The Procuring Agency reserves the right to accept or reject any or all bids and to vary quantities at the time of award. Clarifications on bidding documents may be sought in writing up to five days before submission. For further information, interested bidders should contact PERA at Procurement@pera.punjab.gov.pk or call (+92) (42) (99202321). Complete bidding documents are available on the Punjab e-Procurement portal at pera.punjab.gov.pk.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
PERA is procuring training accessories via framework contract—a recurring arrangement allowing multiple call-offs over time rather than a one-time purchase.
This format suggests ongoing operational need and potentially higher volumes phased over the contract period. The tight submission deadline (October 01, 2026) allows limited preparation time. Framework contracts typically offer stable business to reliable suppliers but require robust quality assurance and responsive delivery. Bidders should clarify estimated annual volumes and call-off frequency before bidding, as framework structure shifts risk toward the supplier on price but offers volume continuity.
Who can bid: Bidders must typically hold valid SECP registration or NTN; sole traders and registered partnerships are eligible if properly documented. Bidders must demonstrate prior experience supplying training materials or similar equipment. Statutory compliance and no active litigation are typically required. The notice does not specify PEC category or sector restrictions, so registration with sectoral bodies (e.g., FPCCI) is likely optional. All bidders must submit tax clearance, bank statements, and client references.
