Description / Scope of Work
Pakistan Ordnance Factories invites quotations for indigenous supplies under tender enquiry number 0013/LP/HVN/57 dated 11 September 2026. The tender covers materials and/or plant and machinery to be supplied to POF facilities, with delivery options including F.O.R. station of dispatch basis or free delivery at POF's stores at Havelian in Khyber Pakhtunkhwa. Quotations must be submitted electronically on www.ebidding.pof.gov.pk before 30 minutes prior to the opening time of 10:30 hours on 06 October 2026 at the Bid Centre adjacent to Rabita Hall, POF Wah Cantt. The tender uses the Single Stage two envelope method for open competitive bidding with separate technical and commercial evaluation as per PPRA rules.
For materials, bidders must fill prices in column 5 and delivery dates in column 7 of the tender schedule. For plant and machinery, quotations must be submitted in two parts: Part I containing only technical details, literatures, brochures, validity date, delivery schedule and undertaking without any price information; and Part II containing commercial terms including price, payment terms and mode of supply. All quotations must remain valid for at least 90 days from commercial tender opening and shall hold good for any reduced or enhanced quantities. Bid security is required in the form of deposit at call receipt, pay order or banker cheque drawn in favour of M.D POF Havelian Cantt, with rates of 2% for registered indexed firms (maximum Rs. 0.5 Mn), 3% for registered unindexed firms (maximum Rs. 0.75 Mn), and 5% for unregistered firms (maximum Rs. 1.00 Mn). A non-refundable tender fee of Rs. 500 must accompany all bids.
Bidders must provide inspection facilities such as tools and test equipment in accordance with relevant specifications. Where warranty or guarantee is required, stores may be obtained subject to inspection on receipt with rejected items replaced by the supplier at his own expense within specified timeframes. Successful bidders must submit a performance bond not exceeding 10% of contract value. Quotations must be based on taxation and duties shown separately with proper registration references, and suppliers must furnish certificates from the Excise and Taxation Department confirming clearance of professional tax. Offers without requisite information or non-conformity with tender enquiry requirements shall be ignored.
