Description / Scope of Work
The Local Government & Rural Development Department, Government of Azad Jammu & Kashmir invites sealed bids for operation and maintenance of installed water filtration plants across three divisions over a two-year period. Three separate lots are offered: Lot-I covers 31 plants in Division Muzaffarabad with bid security of Rs 1.342 million; Lot-II covers 56 plants in Division Poonch with bid security of Rs 2.425 million; and Lot-III covers 63 plants in Division Mirpur with bid security of Rs 2.728 million. This is a significant infrastructure maintenance project spanning multiple districts in Azad Jammu & Kashmir, addressing community-based water supply infrastructure across the territory.
Eligibility requirements mandate that bidders must be registered with Pakistan Engineering Council in Category C-4 or above with specialization code CE-09 and possess at least five years of relevant work experience. Bidders must demonstrate prior experience handling operation and maintenance of community-based water filtration plants, specifically referencing at least two completed projects each valued at Rs 20 million or above, and may apply for a maximum of two lots only. Bidders must hold active registration with Federal Board of Revenue or AJK Central Board of Revenue and maintain active status on the Tax Payer List. Bid security must be submitted as a CDR or bank guarantee from a scheduled bank operating in AJK, payable to the Director General.
Complete bidding documents including detailed terms, conditions, drawings and operation & maintenance specifications shall be purchased on payment of Rs 5000 non-refundable cash fee from the Director General's office during office hours from 22-09-2026 to 10-10-2026. A pre-bid meeting is scheduled for 28-09-2026 at 10:00 hours in Committee Room of Kashmir House Sector F-5/2 Islamabad. Bids must be submitted in two sealed envelopes marked Technical and Financial, with a single outer envelope to the Director General's office by 12-10-2026 at 11:30 am. Bid opening will occur on 12-10-2026 commencing at 12:00 pm. Bidders are encouraged to conduct site visits of existing installations to understand O&M requirements.
