Description / Scope of Work
NED University of Engineering & Technology invites sealed bids on Cost and Freight (C&F) basis for the import of laboratory equipment destined for the Computer & Software Laboratory within the Department of Textile Engineering. This procurement follows a Single Stage One Envelope competitive bidding procedure and is part of the Enhancement of Academic Facilities project (MEGA-5) at the university. The tender reference is PC/(M-5)/NED/Equip/Computer & Software Lab/8587/2026, and bidding documents are available through the electronic procurement portal (ePADS) as well as the university website. Bids must be submitted electronically; manual submissions will not be accepted.
Eligibility criteria require bidders to demonstrate at least three years of continuous, verifiable experience in the relevant field, supported by online annual income tax returns filed with the Federal Board of Revenue (FBR) for the past three consecutive fiscal years, proving a minimum average annual turnover of Rs 20 million. Bidders must maintain valid, active registrations with the GST and Active taxpayer status. Additionally, bidders must provide evidence of successfully executing or currently managing at least two independent purchase orders for laboratory equipment imports within the last three years, each valued at Rs 10 million or above, accompanied by satisfactory completion certificates or official performance verifications from clients. A non-judicial affidavit on stamp paper of not less than Rs 100 affirming no litigation history, blacklisting, or corrupt practices is mandatory. Bid security of Rs 0.500 million must be furnished in the mode specified in Rule 37(2) of SPPRA in favour of the Director Finance, NEDUET.
Bidding documents are obtainable through ePADS and the university websites https://www.neduet.edu.pk and https://www.portalsindh.eprocure.gov.pk. The document issue and sale period runs from 17 September 2026 to 05 October 2026. Bids must be submitted by 10:00 AM on 06 October 2026, with public opening at 10:30 AM the same day. Bidders are instructed to submit their Best and Final Price, as no post-bid negotiations are permitted.
