Description / Scope of Work
The Pakistan Meteorological Department, National Seismic Monitoring Centre, invites bids for replacement and upgradation of the existing SeisComP 6 environment with a supported SeisComP-Pro or equivalent release on the latest compatible Linux operating system. Located in Islamabad, this procurement covers comprehensive migration of the national seismic processing and decision-support environment, including data migration, licensed professional packages, regional configuration, testing, maintenance and support. The scope encompasses core software replacement with inventory and database migration, professional software packages including scanloc, sceval, GAPS, CAPS, MT, SIGMA, GDS/GIS and QuakeLink, Pakistan-specific processing profiles and regional testing, and fifty hours of software maintenance support valid for two years. The project aims to improve automatic detection and association of seismic events, reduce analyst workload through reliable event evaluation, strengthen waveform reception and archive access, support moment-tensor and strong-motion workflows, and enhance tsunami decision support capabilities. Bidders must be reputable IT firms, companies, service providers, contractors, government or semi-government organizations duly registered with relevant Government Agencies and active tax payers. Bidders shall submit bid security of Rs 3,000,000 in the form of CDR, bank draft or pay order in favour of the Director General, Pakistan Meteorological Department. The tender follows the single stage two-envelope procedure under Rule 36(b) of the Public Procurement Rules, 2004. The successful bidder must furnish performance guarantee at ten percent of the work order value in the shape of CDR, pay order, bank draft or bank guarantee.
