Description / Scope of Work
Municipal Corporation Mirpur, Azad Government of the State of Jammu & Kashmir, invites sealed bids from eligible, experienced and financially sound private firms, companies, consortiums and joint ventures for the hiring of comprehensive solid waste management services for Mirpur City. The scope covers all 46 wards and includes door-to-door waste collection, street sweeping, collection from communal points, waste transportation, cleaning of roads and public places, operation of waste collection systems, provision of manpower, vehicles and machinery, complaint redressal, reporting, awareness raising and environment-friendly disposal of municipal solid waste over an initial period of five years. The tender is valued at Rs. 20.00 Million and includes details of existing operational resources comprising vehicles, machinery and human resource units available for the selected contractor's use.
Bidders must be registered with Pakistan Engineering Council in Category C-1 or Securities Exchange Commission of Pakistan with minimum five years of overall experience. Registration with Federal Board of Revenue and Azad Jammu & Kashmir Central Board of Revenue is mandatory, along with active Tax Payer List status. Bidders must demonstrate relevant experience in handling municipal solid waste management, sanitation or waste collection and transportation through at least one or two successfully executed contracts. Bid Security of Rs. 16.00 Million must be furnished in the form of pay order or CDRs from scheduled banks in Pakistan, payable to the Chief Officer Municipal Corporation Mirpur.
Complete bidding documents containing detailed scope of work, technical evaluation criteria, specifications, service standards, payment mechanism, penalties and contract conditions are available from the Municipal Corporation Mirpur office during office hours until 09-10-2026 for a non-refundable fee of Rs. 5,000. A pre-bid meeting will be held on 06-10-2026 at 11:00 am at the Municipal Corporation Office in Mirpur. Sealed bids comprising separate Technical and Financial envelopes must be submitted by 15-10-2026 at 12:00 pm, with opening scheduled for 15-10-2026 at 12:30 pm.
