Description / Scope of Work
The Government of Azad Jammu and Kashmir, through the Highways Division Bhimber under the Public Works Department, invites electronic bids for the construction of a Portland Cement Concrete road with a PWD rest house at Tehsil Bhimber, District Bhimber, AJK. The estimated contract value is PKR 1,998,073, and the project is budgeted under normal government allocations for completion within six months. This is a single-stage, single-envelope e-bidding procurement conducted in accordance with AJK Public Procurement Regulatory Authority Rules 36(a), open to eligible firms and contractors licensed by the Pakistan Engineering Council with current C&W government endorsement for the fiscal year 2026-27 in the C-68 and above contractor category. The project scope includes road construction and the provision of rest house facilities in the Bhimber locality.
Eligible bidders must be licensed by the Pakistan Engineering Council with valid C&W government endorsement from the Government of AJK for FY 2026-27 in the C-68 and above specialization category. Bidders must deposit bid security of PKR 60,000 in either the Divisional Joint Account at National Bank of Pakistan Main Branch (Account No. #PK30NBPA0455003013422046) or Bank of AJK Bhimber Branch (Account No. #12116001). Blacklisted firms, contractors, companies, suppliers or distributors are prohibited from participation. Bidders must provide an affidavit certifying that they are neither blacklisted nor in conflict with government anywhere in AJK or federally administered areas. Hard copies of original bank receipts and bidding documents must be submitted within 48 hours of e-bid opening.
Bidding documents and detailed instructions are available for download from the contractor's dashboard. Electronic bids must be submitted by 11:30 AM on 24 September 2026, with opening scheduled for the same date. Only PDF format is accepted for technical profile uploads. Bidders must upload the letter of bid, qualification documents, and Bill of Quantities as specified in the bid data sheet; remaining documents must be submitted in hard copy within 48 hours of bid opening or bidders will be disqualified. Bid evaluation will be on a percentage basis (above/below/at par), with only two decimal places considered. The competent authority reserves the right to reject any or all bids under AJK PPRA Rules, Clause 33.
