Description / Scope of Work
The Directorate of Works and Implementation, Sports and Youth Affairs Department of the Government of Khyber Pakhtunkhwa invites electronic bids for the construction and rehabilitation of fourteen playground and sports facilities projects across the province under ADP NO.260525/2026-27. The scope includes construction of new playgrounds, improvement and rehabilitation of existing sports facilities, and establishment of specialized courts at various locations including Mardan, Abbottabad, Swabi, Battagram, Peshawar, and Swat. The estimated contract values range from approximately 12.165 million to 83.533 million Pakistani Rupees, with total procurement scope representing a significant investment in provincial sports infrastructure development.
Bidders must possess active and valid registration with the Pakistan Engineering Council (PEC) in the relevant category (C4 or C5 and above depending on specific project), valid registration with Khyber Pakhtunkhwa Revenue Authority (KPRA), and must be listed on the Active Taxpayer List (ATL). All bids must be accompanied by bid security equal to two percent of the engineer's estimate as per KPPRA S.R.O. (14)/Vol: 1-24/2021-22. Bidders must demonstrate completion of at least two similar nature projects during the last five years, each valued at not less than 70% of the engineer's estimated cost, and must provide ownership or lease agreements for key construction equipment including excavators, rollers, compactors, and concrete mixers. Joint ventures are not permitted.
Bids must be submitted electronically through the E-Pak Acquisition and Disposal System (E-PADS) portal at https://kp.eprocure.gov.pk/ on or before the specified submission deadlines with both technical and financial envelopes. Technical bid opening is scheduled for 7th October 2026 at varying times between 02:00 PM and 04:00 PM, and 8th October 2026 at varying times between 12:00 PM and 04:30 PM depending on the project. Financial bid opening dates will be announced after technical bid approval. Hard copy of Contract Data Requirements (CDR) must reach the office of the Deputy Director Works at Peshawar Sports Complex near Saddar Peshawar Cantt on or before the deadline. Bids remain valid for ninety days, and all prevailing KPPRA rules and S.R.O. notifications shall be observed throughout the procurement process.
