Description / Scope of Work
The Directorate of Works and Implementation, Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa, invites electronic bids for the construction and upgradation of fourteen playgrounds identified under the Good Governance Road Map across the province. The scope includes playgrounds at Shaheedabad and Wali Abad in Peshawar, Meri Cricket Ground and Kohat Sports Complex in Kohat, Mini Sports Complex at Hangu, Latambar Ground at Karak, Tank Stadium at Tank, Sports Complex Mardan, City Sports Complex at Abbotabad, Ouch and Warsak Playgrounds at Dir Lower, Tehsil Playground at Shabqadar in Charsadda, and Ghazi Tehsil Playground and Kot Najibullah at Haripur. The aggregate estimated cost ranges from 6.000 to 30.000 million rupees per work, with total portfolio value exceeding 200 million rupees. Bidding is conducted through the E-PADS online system under single stage two envelope procedure in accordance with KPPRA Rules 2014.
Eligible bidders must possess active and valid registration with Pakistan Engineering Council in the relevant category (C5 and Above or C6 and Above as specified per work), obtain registration from Khyber Pakhtunkhwa Revenue Authority, and maintain active taxpayer status. All bids must include bid security at 2 percent of the engineer's estimate along with additional security as per KPPRA S.R.O. (14)/Vol: 1-24/2021-22. Bidders must have completed at least two similar projects during the last five years, each valued at not less than 70 percent of the estimated cost. Joint ventures are not permitted. Bidders must demonstrate ownership or lease agreements for key construction equipment including excavators, rollers, compactors, and concrete mixers. No litigation certificates with the procuring entity are required.
Bids must be submitted electronically through the E-PADS portal at https://kp.eprocure.gov.pk/ on or before October 6-7, 2026, at 11:00 AM depending on the specific work. Technical bids will be opened on the same dates between 11:30 AM and 4:30 PM, with financial bid opening dates to be announced after technical bid approval. Bidders must quote rates electronically as above, below, or at par based on MRS-2025 and NSI items. The CDR in hard copy must reach the office of the Deputy Director Works at Peshawar Sports Complex, Saddar, Peshawar Cantonment within the stipulated deadline. Bids remain valid for ninety days.
