Description / Scope of Work
The Office of Tehsil Municipal Officer (TMO), TMA Dara Adam Khel, Khyber Pakhtunkhwa, invites sealed tenders through E-PADS for fabrication, supply, installation, testing and commissioning of solid waste sanitation machinery. Three schemes are being procured: two hydraulic mini dumper bodies (Changan Sherpa Power 1.2L or equivalent), one heavy-duty tractor trolley compatible with Millat Tractor MF-260 (60 HP), and one front-end loader and backhoe attachment for Millat Tractor MF-385 (85 HP). Quantities and unit prices are to be quoted by bidders. The procurement is based on MRS-2025 (1st BI Annual) framework under single-stage two-envelope bidding as per KPPRA Rules 2014.
Eligible contractors, fabricators and manufacturers must hold active NTN, GST, valid and renewed PEC registration for the current financial year, active KPPRA registration, active status with FBR as per Centralized Enlistment Policy, and valid enlistment with the Local Council Board. Bidders must have PEC Specialization Codes ME05 (Lifeline, Handling and Material Processing Plants) and ME06(i) (Specialized Fabrication and Treatment). Bid security of 2% of the quoted amount, denominated as CDR in favour of TMO Dara Adam Khel, must accompany technical bids. All applicable taxes including sales tax, income tax and KPPRA taxes are to be borne by the bidder.
Bid documents are downloadable from E-PADS (www.kp.eprocure.gov.pk) and KPPRA websites after NIT publication. Technical and financial bids must be submitted through E-PADS, with sealed physical copies sent by registered courier to the Office of TMO, Tehsil Municipal Administration, Eagle Fort Complex, Dara Adam Khel, before the deadline of 12 October 2026 at 12:30 PM. Technical bid opening occurs on the same date at 1:30 PM. Financial bid opening date will be announced after technical evaluation. Bids remain valid for 90 days from closure. Performance security of 10% of the contract price is required from the successful bidder, along with provision of operational training to staff.
