Description / Scope of Work
The Small Dams Division, Irrigation Department of the Government of the Punjab invites electronic bids for outsourcing support staff and essential services for the period 01 July 2026 to 30 June 2027. The estimated contract value is Rs. 40,387,516, with an earnest money requirement of Rs. 2,019,376 (5 percent). This tender covers provision of essential support staff and services required by the Small Dams Division in Islamabad to ensure operational continuity and service delivery throughout the specified fiscal year.
Eligible bidders must be registered with the Punjab e-procurement system and hold valid registration with the Pakistan Engineering Council (PEC) in the relevant category for the financial year 2026-27. Bidders must submit a bid security of 5 percent in the form of a Demand Draft, Call Deposit, or Bank Guarantee issued by a Scheduled Bank of Pakistan. All bids shall be submitted on a basis of contractor profit and overhead charges only; salaries of personnel are non-competitive and will be paid according to Government of the Punjab daily wage rates notified from time to time. Bidders must be registered with relevant tax authorities, as all applicable taxes shall be deducted at source at prescribed government rates. Only the lowest evaluated bidder will be required to furnish Quality Assurance Security prior to contract execution.

Electronic bids must be submitted through the Punjab e-procurement system only by 06 October 2026 at 1:30 PM, with bid opening scheduled for the same date at 2:00 PM at the office of the Project Director, Small Dams Circle-I, Islamabad. Manual bids will not be accepted. The successful bidder must execute a contract agreement within 03 days of receiving the acceptance letter and furnish a performance guarantee of 10 percent of the contract amount.
