Description / Scope of Work
The District Council Sialkot invites electronic bids from eligible contractors and firms for the rehabilitation and development of three road and drainage infrastructure works in Sialkot District, Punjab. The first project involves rehabilitation of Khawaja Safdar Road from Rangers Chowk to Grace Marquee in Tehsil Sialkot, valued at PKR 105.60 million. Additional schemes include rehabilitation of road and drains from Sublime Chowk to Gujjar Town, valued at PKR 25.00 million, and rehabilitation of Service Road and drain near Sublime Chowk Flyover, valued at PKR 65.30 million. The total estimated cost across all three schemes is PKR 195.90 million. Bidders must be duly enlisted and renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27, wherever applicable, and must fulfil all eligibility requirements prescribed in the bidding documents. The procurement will be conducted in accordance with the Punjab Procurement Rules, 2014, as amended, through the Punjab e-Procurement System.
Bidders are required to submit a Bid Security of 5 percent of the estimated cost exclusively through a Digital Bank Guarantee via SWIFT MT760 using the PSID generated from the Punjab e-Procurement System. Physical bid securities will not be accepted. The successful bidder shall furnish a Performance Security of 5 percent of the Contract Price through SWIFT MT760 in accordance with the Punjab Procurement Rules, 2014. All bids must be submitted electronically through the Punjab e-Procurement System. Manual, emailed, posted, couriered, hand-delivered, incomplete, corrupt, unreadable, virus-infected, or improperly filled financial bids, including percentage-based bids and bank entries, shall be rejected. The District Council Sialkot reserves the right to reject any or all bids at any time before acceptance and may increase or decrease the scope or quantity of work subject to budget availability and applicable rules.
Bidding documents are available on the Punjab e-Procurement System from the publication date of this notice. Bids must be submitted electronically by 03-10-2026 at 11:00 AM, and will be opened electronically on the same date at 1:30 PM at the office of the District Council Sialkot. Bids remain valid for 60 days from the opening date. If the submission date falls on a public holiday, the next working day shall be treated as the closing date. The Procuring Agency reserves the right to verify credentials, registrations, experience, and any documents submitted by bidders at any stage of the procurement process. All prevailing Government of Punjab laws, notifications, circulars, and the Punjab Procurement Rules, 2014, including procedures governing the e-Procurement System and Digital Bank Guarantee, shall apply.
