Description / Scope of Work
The Govt. Special Education Centre, Depalpur invites electronic bids from manufacturers, distributors, suppliers and contractors for the procurement of approximately 999 uniforms and associated items for 333 special students (boys and girls), with an allocation of 3 items per student. The estimated tender value is Rs. 3,500,000 for the financial year 2026-27. The centre is located at Quid-e-Azam Chowk near 1122 Office in Depalpur, Punjab. This is a one-time procurement to provide essential uniforms and shoes to special needs students within the centre's catchment.
Eligibility is restricted to income tax and sales tax registered firms operating as manufacturers, distributors or suppliers of school uniforms and shoes in Pakistan. Bidders must submit bid security equivalent to 5 percent of the total quoted tender value through electronic payment via the Punjab e-Procurement system using the Bank of Punjab e-Challan facility. Tender documents are unsigned or ambiguous offers, conditional bids, revised offers, bids from blacklisted or debarred firms, and offers not meeting the specified technical and financial responsive criteria will be rejected. The participating firm must hold valid sales tax registration at the time of bidding.
Bidding documents may be downloaded from the Punjab e-Procurement System portal at www.ep.punjab.gov.pk or from PPRA at www.ppra.punjab.gov.pk. Technical bids must be submitted separately on the firm's letterhead through the Punjab e-Procurement System only and will be opened prior to financial bids in accordance with PPRA rules. Firms that fail technical evaluation will not be permitted to participate in the financial bid stage. The contract will be awarded to the technically and financially responsive bidder. All quoted prices must be inclusive of taxes, and sales tax and income tax will be deducted at source according to prevailing tax rules. Bid validity is 180 days from tender opening.
