Description / Scope of Work
Drugs Testing Laboratory Rawalpindi invites electronic bids for a framework contract to provide calibration services for laboratory equipment. The procuring agency is the Drugs Testing Laboratory Rawalpindi under the Health & Population Department of the Government of Punjab. This is a framework agreement for the fiscal year 2026-27, advertised under reference LR-TND-2026/27-02. The scope encompasses calibration and maintenance services for scientific and testing equipment used in the laboratory's operations in Rawalpindi, Punjab. Bidders must be registered vendors on the Punjab E-Procurement Portal with established credentials demonstrating technical, financial and managerial capabilities. The contract will be awarded on a DDP (Delivered Duty Paid) basis as per specification details in the standard bidding document.
Eligible bidders must be registered on the Punjab E-Procurement Portal as suppliers, firms, companies or distributors. Bid security in the form of a CDR or bank guarantee must be submitted online through PSID in the name of the Director Drugs Testing Laboratory Rawalpindi; physical instruments will not be accepted. The bidding procedure is single-stage, two-envelope, conducted under Rule 38(2)(a) of the Punjab Procurement Rules 2014 (as amended) and Punjab Procurement Regulations 2024. Technical and financial bids must be uploaded separately on the portal, with no financial information to be included in the technical proposal.
Bidding documents are available for free download from the Punjab E-Procurement portal at https://ep.punjab.gov.pk and the PPRA website at www.ppra.punjab.gov.pk. Bids must be submitted electronically before 2:00 PM on 8th October 2026; no hard copies are required. Opening of bids will occur at 2:30 PM on the same day in the Conference Room of Drugs Testing Laboratory Rawalpindi, Hayal Sharif, Dhamial Road, near Bank Colony, Rawalpindi, in the presence of attending bidders or their representatives. A pre-bid meeting will be held at the office of the Director to address queries submitted in writing.
