Defence Housing Authority (DHA) Karachi invites sealed Expressions of Interest from reputable, experienced and financially sound individuals, firms, or joint ventures to operate a premium coffee shop facility at a prime location in Azure Lawn on the Sea Front in DHA Phase VIII, Karachi, Sindh. The scope of work encompasses design, fit-out, and furnishing of a modern café space; standard daily operations including staffing and high-quality inventory management; a menu featuring premium coffee blends, specialty beverages, pastry, and light gourmet snacks; and maintenance of strict hygiene, safety, and international quality standards. The agreement duration is three years, renewable on mutually agreed terms and conditions.
Eligibility criteria require minimum three years of verifiable experience in owning or running a reputable coffee brand; valid registration with relevant tax authorities (FBR and SRB); sound financial standing evidenced by documented bank statements or turnover records for the last three years; and no history of litigation or blacklisting by any government or corporate entity. Bidders must submit a comprehensive technical and financial proposal containing company profile with corporate structure and brand portfolio, experience profiles demonstrating management of similar high-end café outlets, audited financial statements or verified bank letters confirming financial capability, and a concept proposal with preliminary layout ideas, menu theme, and operational strategy.
Tender documents are available from the Estate Directorate, DHA Head Office during office hours from 10 AM to 4 PM (excluding Saturday, Sunday and public holidays) against a non-refundable pay order of Rs 10,000 payable to Pakistan Defence Officers Housing Authority before 5 October 2026. The site may be visited at convenience in coordination with Major Khalid at 03347774629, Deputy Director Estate. Sealed proposals including financial bids must be deposited with the undersigned by 11 AM on 8 October 2026. Documents or financial offers received after the due date will not be entertained. Proposals will be opened and evaluated by a Board of Officers. DHA Karachi reserves the right to reject any offer without assigning any reason.
