Tender Details
Description / Scope of Work
This document is a revised standard contract form for the execution of work, updated on 16 November 2022. It serves as a template and procedural guide for tender preparation, submission, and contract management across public procurement in Punjab. The form comprehensively covers general directions for tenders, tender submission procedures, evaluation criteria, and general conditions of contract. It establishes the framework within which contractors bid for work execution, defines the roles and responsibilities of the employer (Engineer-in-charge), contractor, and other stakeholders, and outlines the complete lifecycle from tender invitation through contract award and execution.
The document specifies requirements for earnest money deposit, quality assurance security, tender modifications, and the tender opening and evaluation process. Contractors must comply with all specifications, drawings, and instructions provided by the Engineer-in-charge, ensure proper workmanship and material quality, and maintain adequate supervision by qualified technical personnel. The form addresses assignment restrictions, subletting prohibitions, site inspection obligations, and damage indemnification clauses, establishing clear accountability for safety and performance.
Bid documents must be obtained formally and submitted in sealed covers by the specified deadline. The tender process is confidential until award notification. Successful bidders are required to sign a formal contract agreement and provide a performance guarantee. The form applies to work execution contracts across Punjab province and represents the standard procurement template adopted by government departments and authorities issuing work contracts under Pakistani public procurement guidelines.
