Description / Scope of Work
The Local Government and Community Development Department, Civil Sub Division, Vehari invites electronic bids for five construction schemes under the approved development programme for the 2nd Bi-Annual 2026 financial year (1st July to 31st December 2026). The projects comprise construction of tuff tiles, soling, drainage, and related works across multiple locations in District Vehari, with a combined estimated cost of Rs. 57.596 million. Individual scheme values range from Rs. 2.948 million to Rs. 21.648 million. Bids are invited at rates or percentages above or below the approved DNIT, and contracts will be awarded on the basis of lowest evaluated responsive bid. This is a significant infrastructure procurement for rural water management and drainage infrastructure in the Vehari region of Punjab.
Bidders must be registered contractors or firms holding a valid Pakistan Engineering Council (PEC) license in the relevant category. Bid security of 5 percent of the estimated cost must be submitted as a digital bank guarantee through the Punjab e-Procurement System via SWIFT MT760 or 1Link payment method. Hard copies of bid securities will not be accepted. Upon contract acceptance, successful bidders must furnish performance security equal to 10 percent of the contract price through SWIFT MT760. All bids must be submitted electronically; manual submissions by email, courier, post or hand delivery are not permitted and will be rejected.
Bids must be submitted through the Punjab e-Procurement System (http://eproc.punjab.gov.pk/ViewTender.aspx) by 01:00 PM on 05 October 2026. Bid opening will take place on the same day at 01:30 PM in the office of the Assistant Engineer, LG&CD Civil Sub Division, Vehari, in the presence of the Tender Opening Committee. Bids remain valid for 60 days from the opening date. The tender shall be governed by the Punjab Procurement Rules 2014 (as amended) and all applicable Government of Punjab notifications and circulars.
