For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
This is a recurring annual parking services contract for a government hospital with relatively modest financial exposure—quarterly deposits required upfront.
Key challenge: bidders must demonstrate clean government compliance history (no blacklisting or default), valid tax registration, and recent ITRs, which may eliminate informal operators. The fixed fee structure limits upside; revenue depends on parking volume. Notable requirement: bidders assume liability for free asset replacement, which introduces undefined contingent cost exposure. Competent Authority cancellation clause suggests contract stability is not guaranteed.
Who can bid: Bidders must hold active NTN and SECP registration (if applicable), possess valid CNIC, file recent income tax returns, and provide affidavits on stamp paper confirming no blacklisting by government institutions and no default status. Typically in Pakistan, parking services operators must also comply with local municipal bylaws and obtain traffic/parking permits from relevant authorities.
