Description / Scope of Work
The Punjab Highways Department invites sealed bids from registered Engineering Firms and Contractors for the rehabilitation, improvement and construction of twenty major road projects across Punjab province. The projects, listed under the E-Tendering System in compliance with PPRA regulations, comprise road rehabilitation and reconstruction works including carpet road improvements, bypass construction, and widening schemes. The estimated total cost of all projects is approximately PKR 2,500 million with individual project costs ranging from PKR 18.9 million to PKR 300 million. Works are distributed across multiple districts including Faisalabad, Jhumra, Chakbeli, and surrounding areas, with completion periods standardized at six months. All projects follow standard road construction specifications including concrete batching plant use, mechanized TST/DST execution, and digital measurement book recording.
Intending Contractors and Firms must be registered with the Pakistan Engineering Council in the relevant category with a valid and renewed PEC License for the Financial Year 2026-27. Bidders are required to register on the Punjab PPRA website (www.punjab.eprocure.gov.pk) where tender documents and registration procedures are available. Bid Security equal to five percent of the estimated project cost must be submitted digitally through the Punjab E-Procurement System via Bank Securities Bond in favour of the Executive Engineer, Road Construction Division, Faisalabad. Performance Guarantee at ten percent of Contract Amount is required within fifteen days of offer acceptance, also through digital online payment.
Bid documents can be obtained from the Punjab PPRA website (http://eproc.punjab.gov.pk/ViewTender.aspx). Bids must be submitted digitally via the e-Procurement System by 1300 hours on 5 October 2026. Pre-bid opening and tender evaluation will occur on the same date at the Office of the Commissioner, Faisalabad and Division, Faisalabad. Contractors must submit bids personally signed by the Executive Engineer, Road Construction Division, Faisalabad; bids not so signed will be cancelled. Rates exceeding the estimated DNIT cost by more than the specified margin will be considered non-responsive.
