Description / Scope of Work
The Punjab Highways Department invites tenders for rehabilitation, reconstruction, widening and improvement of multiple road projects across Faisalabad and Tandlianwala districts in Punjab province. The tender encompasses 15 separate road works with estimated contract values ranging from PKR 51.7 million to PKR 224.75 million, covering projects such as West Canal Road, Jaranwala-Satiana Road, Khanuaha-Rodala Road, and various routes in Sammundri, Tandlianwala and surrounding areas. Total estimated value across all schemes exceeds PKR 1.7 billion. All projects have a six-month completion period and opening is scheduled for 05-10-2026 at 1300 hours.
Intending contractors and firms must be registered with Pakistan Engineering Council in relevant categories and possess valid renewed PEC licenses for Financial Year 2026-27. All bidders must register on the Punjab PPRA e-procurement website at www.ep.punjab.gov.pk. Bid security equal to 5 percent of estimated cost must be submitted digitally through the Punjab e-Procurement System (link with BOP) in favour of the Executive Engineer, Highway Division, Faisalabad. The lowest evaluated bidder shall submit performance security at 10 percent of contract amount within 15 days of receiving the offer letter, also via digital payment.
Bid documents are available on the PPRA portal at https://eproc.punjab.gov.pk/ViewTender.aspx. Contractors must quote item-wise rates and total amounts; bids using percentage above or below DNIT cost will be rejected as non-responsive. Bidders may attend the tender opening at the Commissioner's office, Faisalabad Division, Faisalabad on the scheduled date. Evaluation criteria include mechanized concrete batching and paving, mechanized TST/DST/surfacing execution, credit recovery adjustments, electronic claims processing through Digital Measurement Book, and no cost overrun provisions under Clause-55 of the Contract Agreement.
