Description / Scope of Work
DHQ Hospital Sheikhupura, operating under the Health & Population Department of the Government of Punjab, invites electronic bids for a framework contract to procure laboratory tests and pathology services for the financial year 2026-27 on a Delivered Duty Paid basis. The procurement encompasses comprehensive pathology service provision with potential extension of services up to 10 or 15 percent to Government Al-Aziz Hospital and College of Paramedical Sciences, Nangal Sadhan, Muridkey on a need basis. This contract will operate alongside the existing central pathology services already functioning within the hospital infrastructure. The scope includes all necessary laboratory testing and pathology examination services required for hospital operations.
Eligible bidders must submit bids through the Single Stage Two Envelopes procedure as prescribed under Rule 38(2)(a) of the Punjab Procurement Rules 2014. Bidders are required to provide bid security equivalent to 2 percent of their quoted amount as per Rule 27 of PPRA Rules. All original affidavits and supporting documentation must be received at the Procurement Branch prior to the closing deadline. Technical specifications and financial quotations must be submitted using only typed rates; any alterations or corrections will result in automatic rejection of the bid. Samples of each quoted item must be submitted before the closing time as specified by the procuring agency.
Bidding documents are available for download from the PPRA website at https://eproc.punjab.gov.pk and the Punjab e-Procurement System portal at https://ep.punjab.gov.pk/admin/procurement/procurement-activity. Electronic bids must be uploaded to the Punjab e-Procurement System by 11:00 AM on the closing date, with opening scheduled for 11:30 AM the same day in the presence of attending firm representatives. Interested applicants should obtain complete bidding documents containing detailed specifications, evaluation criteria, and submission procedures from the aforementioned online portals. Late applications will not be entertained under any circumstances.
