Description / Scope of Work
The Aga Khan Rural Support Programme (AKRSP), implementing the EU-funded Energy Plus Project, invites sealed bids from eligible and licensed contractors for the supply, transportation and installation of transmission and distribution lines for two micro hydropower plants in Gilgit-Baltistan. The project comprises two lots: Lot 1 covers the 150 kW Hangu MHP requiring supply and installation of 5,000 metres of ACSR Gopher Conductor, 11KV pin insulators, iron poles, wooden cross arms, 1,200 metres of AAC Ant Rabbit Conductor, dead-end clamps, guy insulators and two 50 kVA step-down transformers, while Lot 2 covers the 200 kW Chowar MHP with a 100 kVA step-down transformer including copper cable and transportation of all equipment. Bidders must quote for the complete scope covering both lots and all materials must conform to WAPDA standards with data sheets and authorization letters provided.
Eligible bidders must hold a valid Pakistan Engineering Council Category C-05 license in one of the specified codes, possess ISO 9001-2008 certification for quality management, demonstrate a minimum average annual turnover of PKR 100 Million over the last three years with audited financial statements, and have successfully completed at least four T&D line projects with a total value of PKR 5 Million. A one-year defect liability period for electrical and mechanical works is required. Bid security of 2.5 percent of the quoted amount must be submitted as a call deposit from a scheduled bank in Pakistan, and a non-refundable document fee of PKR 3,000 in the form of a bank draft favoring AKRSP is mandatory.
Complete bidding documents may be downloaded from the AKRSP website, and sealed bids must be submitted to the Procurement Manager at AKRSP Core Office, Babar Road, Kashrote, Gilgit by 1600 hours on 05 October 2026. Bid opening will occur on 06 October 2026 at 1600 hours. Bids will be evaluated on a 70 percent technical and 30 percent financial weightage basis with a qualifying mark of 70 percent and minimum 50 percent required in each technical category.
