Description / Scope of Work
The Asian Development Bank is financing the Upgradation of Pakistan Railways Main Line-1 (Karachi-Rohri Section) Project, covering approximately 480 kilometres of railway corridor in Punjab province. The Ministry of Railways (Executing Agency) and Pakistan Railways (Implementing Agency) seek a unified Project Management and Construction Supervision Consultant to provide centralized oversight across multiple civil and track works packages, bridges, culverts, stations, yards, and one signaling and telecommunications package. The assignment spans 72 months including mobilization, implementation, defect liability and maintenance phases, with expected commencement in the first quarter of 2027. Civil works will be executed under FIDIC Red Book 2017 while signaling and telecommunications works will follow FIDIC Yellow Book conditions.
The consultant must demonstrate substantial experience in ADB-financed projects, FIDIC contract administration, and delivery of large complex railway or comparable transport infrastructure projects. Eligibility requires reputed international consulting firms operating independently or in association with national firms. Shortlisting will emphasize technical competence (60 marks), management competence (20 marks), and geographical experience (20 marks). Interested firms must be registered with the ADB Consultant Management System and may propose associate firms, sub-consultants or joint venture partners, all of which must also register with CMS.
Expressions of Interest must be submitted online via ADB's Consultant Management System using the provided online template no later than 21st October 2026 (Manila, Philippines Time). The recruitment process will use Full Technical Proposal methodology under Quality- and Cost-Based Selection with an 80:20 quality-to-cost ratio, in accordance with ADB Procurement Policy 2017 and the Procurement Directive for ADB Borrowers.
