Description / Scope of Work
The Punjab Irrigation Department, Small Dams Division Jhelum, invites electronic bids for outsourcing support staff and essential services for a five-month period from September 2026 to January 2027. The estimated contract value is Rs. 16,641,172, with completion scheduled for 31 January 2026 (150 days). This procurement covers the provision of personnel and essential support functions required to sustain divisional operations in Jhelum, a key irrigation facility in Punjab Province. The work is advertised under a percentage/item rate tender and contract format under Government of Punjab procurement rules.
Eligible bidders must be registered on the Punjab e-procurement system and hold valid registration with Pakistan Engineering Council (PEC) in the relevant category for the fiscal year 2026–27. Bid security is set at 5 percent of the estimated cost (Rs. 832,059) and must be submitted as an original financial instrument—Demand Draft, Call Deposit, or Bank Guarantee from a Scheduled Bank of Pakistan—in addition to the soft copy uploaded to the system. Only electronic bids will be accepted; manual submissions are not permitted. Bidders must submit their best and final quoted prices, as negotiations are not allowed under PPRA Rules 2014 (amended to date).

E-bids must be submitted through the Punjab e-procurement system by 06 October 2026 at 1:30 PM, with bid opening scheduled for 2:00 PM the same day at the office of the Project Director, Small Dams Circle-II, Jhelum.
