Description / Scope of Work
Public Health Engineering Division-II, Peshawar, Government of Khyber Pakhtunkhwa, invites consultancy services on a quality and cost-based selection through single-stage two-envelope procedure for survey, feasibility study, design, design review, and supervision of solarization of drinking water supply schemes under ADP No. 251268. The project is based in Peshawar, Khyber Pakhtunkhwa province. The cost of consultancy charges is specified in the request for proposal document available on the EPADS portal and KP-PPRA website. This is a professional services engagement requiring specialized expertise in renewable energy integration with water supply infrastructure.
Interested consultants, firms, and companies must be registered with the Pakistan Engineering Council (PEC) bearing relevant codes as mentioned in the RFP, Khyber Pakhtunkhwa Revenue Authority (KPRA), and Federal Board of Revenue (FBR). All technical and financial proposals should be prepared strictly in accordance with the RFP document requirements. Bidders must submit a bid declaration certificate on or before the deadline, containing an undertaking to provide performance security equivalent to 10 percent of the bid amount in the form of a call deposit receipt or bank guarantee from schedule banks of Pakistan, made in favour of the Executive Engineer, PHE Division-II, Peshawar.
Technical and financial proposals must be submitted through the EPADS file uploading system on or before 5th October 2026 at 1100 hours. Technical proposals will be downloaded and evaluated on or after 5th October 2026 at 1130 hours by the procuring committee according to criteria detailed in the RFP. Financial proposals of technically unqualified consultants will not be opened. A pre-bid meeting will be held on 21st September 2026 at 1100 hours at the office of the Chief Engineer (Centre), Public Health Engineering Department, at Plot 40, Sector B-II, Phase V, Hayatabad, Peshawar. Clarifications may be requested through EPADS. Incomplete or conditional proposals will not be entertained.
