National Logistics Corporation invites tenders for the supply and installation of two 20 kilowatt solar systems under PPRA Rule 36 B single stage two envelope bidding procedure. The project covers installation at ATIN Khairpur and ATIN Amangarh locations in Punjab province. Each site will be evaluated separately as an independent project, with net-metering required only at the Amangarh installation. Reference NL-1 applies to this procurement. The tender is issued on a competitive basis and requires bidders to conduct site surveys before proposal submission, incorporating detailed design drawings, load calculations, duty cycles, cost-benefit analysis, and high and low-level design specifications.
Eligible bidders must hold AEDB registration in Category C-3 (up to 250 kilowatts) or above for solar on-grid, off-grid, or hybrid applications, or valid PEC membership Category C-3 or equivalent. Firms must demonstrate minimum three to five years of solar installation experience with at least five commissioned projects of minimum 50 kilowatts capacity, supported by user feedback. Last three years average accumulative turnover must be Rs 50 million or above with audited financial statements. Equipment must be brand new from authorized Tier 1 OEM dealers with backup support services operating in Pakistan. A non-blacklisting certificate on e-stamp or Rs 100 affidavit is mandatory. Bidders must furnish OEM authorization letters, complete technical brochures in English, and customer reference lists with contact details.
Bid documents can be obtained from the National Logistics Corporation. Sealed bids must be submitted within the closing period specified. Technical and financial proposals must be submitted in separate envelopes as per PPRA guidelines. Supply and installation delivery is required within 60 days of letter of intent issuance.
