Description / Scope of Work
The National Highway Authority, Balochistan-South Region, Khuzdar, invites electronic bids for six routine maintenance works comprising five contracts on National Highway N-25 and one contract on Motorway M-8 in Balochistan. The works include routine maintenance from km 240 to 255 on N-25 (estimate Rs 4,541,349), km 390 to 420 (Rs 1,487,912), km 420 to 450 (Rs 1,865,471), km 450 to 480 (Rs 1,245,987), km 480 to 510 (Rs 1,312,487), and km 100 to 110 on M-8 (Rs 13,098,542). The total estimated value across all six contracts exceeds Rs 23.5 million. These are routine maintenance and repair contracts for the Federal region, issued under the supervision of the Ministry of Communications.
Eligible bidders must be registered with the Income Tax Department and listed as active taxpayers by the Federal Board of Revenue. They must hold valid Pakistan Engineering Council registration in Category C-5 with specialization codes CE-01 and CE-10 (Civil Engineering) for the fiscal year 2025-26. Bidders must possess adequate financial capacity as evidenced by audited financial statements. All firms are mandatorily required to obtain EPADS (Pakistan Public Procurement Regulatory Authority) registration at www.eprocure.gov.pk, as manual hard-copy bids will no longer be accepted in upcoming procurements. The procurement method is Single Stage Two Envelopes, as detailed in the bidding documents.
Bidding documents are available free of cost from September 28, 2026, on the NHA e-bidding website. Electronic bids must be submitted to NHA Complex, Main RCD Highway, Khuzdar, on or before October 7, 2026, at 10:30 hours. Technical e-Bids will be opened the same day at 11:00 hours. Bidders may apply for multiple works but will be awarded a maximum of two contracts based on lowest bid and financial capacity.
