The National Logistics Corporation (NLC) invites tenders for the supply of aviation spare parts for AB-205 and Bell Jet Ranger helicopters. This is a competitive procurement for critical aircraft components required to maintain operational helicopter fleet capability across Pakistan. The scope encompasses a range of spares to be delivered to NLC Aviation Flight, Dhamial Base, Rawalpindi, and includes items in various conditions: factory new (FN), never equipped (NE), never serviced (NS), repaired, or overhauled. Bidders must quote prices in Pakistani Rupees on a FOR (Free on Rail) basis inclusive of all applicable taxes, duties, packing, and delivery charges to the Rawalpindi location.
Eligible participants include Original Equipment Manufacturers (OEMs), authorized OEM dealers with backup support services and sustained financial capability in Pakistan or abroad, and firms with requisite experience in aircraft/helicopter modification and avionics installation. All bidders must complete the Bid Qualification Criteria outlined in Annex A, demonstrate Active Taxpayer status with the Federal Board of Revenue (FBR) if locally based, and provide OEM certification that no Indian-made assemblies or parts have been incorporated. Technical offers must be accompanied by complete specifications, detailed technical brochures, maintenance schedules with consumable parts pricing, and evidence of OEM licensing or certifications. Financial quotes must be submitted separately in sealed envelopes for each equipment item, with itemized breakdowns of equipment price, duties, and taxes.
Tenders must be received at HQ NLC, Harding Road, RA Bazar near AFIRM, Rawalpindi by the closing date and time specified in the notice, submitted in double covers with Technical Offer and Commercial Offer separately sealed. A tender fee and bid security are mandatory; late submissions, offers via fax or email, and non-compliant bids will be rejected. Bids failing to meet evaluation criteria, lacking complete technical documentation, or non-responsive to specifications will not be considered. The NLC reserves the right to reject all bids, adjust quantities, and impose punitive action including confiscation of bid security and tender bans against defaulting suppliers.
