The Ministry of Information Technology and Telecommunication, in collaboration with the World Bank, is procuring rental vehicle services for the Digital Economy Enhancement Project (DEEP), a USD 77.73 million initiative aimed at enhancing the Government's capacity for digitally enabled public services delivery. This tender is divided into two lots: Lot 01 covers monthly and pool rental vehicle services for intracity use, while Lot 02 addresses intercity and outstation rental vehicle services. The project is being implemented under World Bank Loan/Credit No. 7514-PK (Project ID P174402) in the Federal region of Pakistan. Bidders must be well-reputed companies registered with the Federal Board of Revenue for both Income Tax and Sales Tax purposes, demonstrating established capability in vehicle rental services provision.
Eligible bidders must hold valid Certificates of Incorporation or registration from the Securities and Exchange Commission of Pakistan (SECP) where applicable, possess a valid NTN Certificate, and maintain valid GST Registration. A bid security of PKR 200,000 (Two Hundred Thousand Only) in the form of a CDR, Pay Order, or Demand Draft, valid for 90 days, must be submitted both as a scanned copy on e-PADS and as an original document to the procuring agency before the bid submission deadline. The bidding process follows Public Procurement Regulatory Authority (PPRA) Ordinance 2002 under a Single Stage–One Envelope procedure, ensuring open, competitive, and transparent procurement.
Bids must be submitted electronically through e-PADS and will be evaluated in accordance with the tender document specifications.
