For Bidders: Our Analysis PAKISTANTENDER INSIGHT

This is a sealed tender for IT equipment and services by the Pakistan Navy's Procurement Directorate in Islamabad, governed by PPRA Rules 2004 and Defence Purchase Procedure.
Scale appears medium to large based on the complexity of submission requirements and defence context. Bidders must be or become DGDP-registered and pass security clearance — a significant hurdle for private contractors. The two-stage evaluation (technical first, then commercial) suggests quality emphasis. No specific procurement value or item list is visible in the covering form; details are in the attached Schedule (DP-2), which is not provided.
Who can bid: Bidders must be registered with DGDP or willing to register before contract award. Registration requires income tax filing proof, sales tax registration proof, CEO CNIC, and company authorization. Security clearance is mandatory. Typically, Pakistani IT suppliers must hold valid tax and sales tax registration from FBR. No PEC or professional license is mentioned, but defence procurement favours established, traceable firms.
