Description / Scope of Work
The Govt. Special Education Centre Basirpur, Okara, located in Okara district, Punjab, invites electronic bids from registered manufacturers, distributors, suppliers, and contractors for the procurement of approximately 417 uniforms and related items for 139 special students (boys and girls), with three items per student. The contract is valued at Rs. 1,200,000 for the financial year 2026-27. Bids must be submitted through the Punjab e-Procurement System (www.ep.punjab.gov.pk) and are open to income tax and sales tax registered firms operating in Pakistan.
Bidders must satisfy the following eligibility requirements: firms must be registered for Sales Tax; offers must be signed by the owner of the firm; and a bid security of 5 percent of the total quoted value, deposited electronically through the Punjab e-Procurement system via Bank of Punjab, is mandatory. Tender documents unsigned and ambiguous offers, conditional or incomplete submissions, supplementary or revised offers, and bids from blacklisted, debarred, suspended, or removed firms will be rejected. The quoted price must be inclusive of all taxes, with Sales Tax and Income Tax deducted at source according to prevailing rules.
Bidding documents are available for download from the Punjab e-Procurement System portal (www.ep.punjab.gov.pk) or from the PPRA website (www.ppra.punjab.gov.pk). Technical bids must be submitted separately on the firm's letterhead via the e-Procurement System and will be opened before financial bids in accordance with PPRA rules; technically disqualified firms cannot participate in the Financial Bid evaluation. The competent authority reserves the right to reject all bids based on specified evaluation criteria.
