Description / Scope of Work
The Directorate General of Food and Cane Commissioner, Punjab invites technical and financial bids from eligible and experienced carriage contractor firms for the transportation of bardana (jute sacks/bales) required for the imported wheat scheme year 2026-27. The work involves transportation of bardana from PR centres and districts of the Department to designated ports including Port Qasim, Kemari, and Gwadar. The transportation and shifting period is 90 days, and the tender is open to all eligible firms without prequalification restrictions. This is a single-stage two-envelope procurement conducted electronically through the Government of Punjab e-Procurement Portal (e-PADS) in accordance with the Punjab Public Procurement Rules 2014 as amended.
Eligible bidders must be experienced carriage contractors with appropriate registration and licensing. A bid security of 3 percent of the prescribed or estimated tender value is required at submission. Upon award of the contract, successful bidders must provide performance security of 7 percent. Bids remain valid for 180 days from the closing date. The tender is open and participation is not limited to any prequalified firms, allowing new entrants to compete alongside established transporters.
Bidders must submit their technical bids online through the e-PADS portal, with financial bids submitted separately. The bid closing date is 09 October 2026 at 11:00 AM, with technical opening scheduled for 11:45 AM the same day. Interested firms should obtain complete bidding documents from the Directorate General of Food at 04-Lytton Road, Lahore, and ensure compliance with all submission requirements and conditions of transportation outlined in the bidding document.
