Description / Scope of Work
Pakistan National Shipping Corporation invites bids for dry docking and associated repairs including the 5th special survey of M.V Chitral, a vessel operated by the corporation. The procurement follows the single-stage one-envelope procedure as per PPR Rules 2004 and PNSC Procurement Policy Clause 4.17, with funding reserved under Financial Year 2026-27. This is a marine services contract requiring comprehensive shipyard facilities and expertise to conduct scheduled dry dock maintenance and regulatory compliance surveys. The work encompasses all associated repairs and inspections necessary to maintain the vessel's operational and statutory fitness. Bidding documents are available free of cost from PNSC Building, Fifteenth Floor, M.T Khan Road, Karachi, during office hours Monday to Friday, 09:30 PKT to 16:30 PKT, or downloadable from the PNSC website.
Eligible bidders must be well-established shipyards or dockyards incorporated or licensed by the respective national statutory body, including foreign bidders who must be locally registered before participation in this international competitive bidding process. Bidders must not have conflicts of interest, must not be bankrupt, blacklisted, or debarred, and must provide evidence of legal capacity and compliance with professional conduct requirements. Joint ventures, consortia, or associations are permitted with a formally appointed lead member holding power of attorney. Subcontracting proposals are required where any element exceeds ten percent of the bid price. All goods and related services must originate from eligible source countries as declared in the bid form.
Bids must be submitted by email only to chitral.drydock@pnsc.com.pk by 11:00 PKT on 26 October 2026, with opening scheduled for 11:30 PKT the same day at the PNSC Building, Sixteenth Floor, Conference Room, in the presence of interested bidders. PNSC reserves the right to accept or reject any or all bids in accordance with its approved independent procurement policy.
