Description / Scope of Work
LESCO (Material Management) invites proposals for hiring a consultancy firm to provide expert services addressing pending tax matters affecting the LESCO Employees Pension Fund. This is a national-level procurement conducted through Quality and Cost Based Selection (QCBS) methodology under the Public Procurement Rules, 2004. The consultancy services are required to resolve complex tax compliance and regulatory issues related to the pension fund. Bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0 and are required to submit proposals electronically through that platform.
Eligible bidders must be registered consultancy firms with demonstrated expertise in tax matters, pension fund regulations, and corporate compliance. A bid security is mandatory in the form of a pay order, banker's cheque, call at deposit, bank guarantee, demand draft, or bid securing declaration on the prescribed format. Bidders are expected to meet professional qualification standards and provide evidence of past experience in similar engagements.

Proposals must be submitted through EPADS v2.0 on or before Monday, October 12, 2026 at 10:30 AM, with opening scheduled for 11:00 AM the same day. Manual submissions are not accepted.
