Description / Scope of Work
The Board of Intermediate Education, Karachi invites bids for hiring of comprehensive security services for its operations in Karachi, Sindh. This is a tender for national competitive bidding under single-stage, one-envelope procedure with an estimated project cost of 14.00 million Pakistani rupees. The successful contractor will be required to execute security services within BIEK premises within 15 days of work order issuance. The scope encompasses provision of trained security guards, equipment, and management to ensure protection of board facilities and personnel. The tender reference is BIE/AG/L&N/60/2026 dated 22 September 2026, and the contract will be managed from the board's headquarters at Bakhtiyari Youth Center, North Nazimabad, Karachi.
Eligibility requirements mandate that bidders must possess valid security agency license from the Home Department, Government of Sindh, NTN certificate and SRB/GST registration. Bidders must demonstrate financial soundness with minimum turnover of 40 million rupees over the preceding three years, supported by audited financial statements and bank certificates. The agency must be registered with relevant security sector bodies including SECP, APSAA, SESSI, and FOBI. Mandatory submissions include certificate of non-blacklisting, list of weapons and equipment, details of ex-servicemen staff, and evidence of current contracts with government or public sector organisations. Bid security of 3 percent of estimated cost must be provided as demand draft, pay order, or bank guarantee in favour of the Secretary, Board of Intermediate Education, valid for 28 days beyond bid validity period.
Bidding documents are available from 29 September to 13 October 2026. Sealed technical and financial proposals must be submitted electronically through ePADS and in original form to the Procurement Wing, Administration General Section, Old Building, 1st Floor, Room No.31, Board of Intermediate Education, Karachi, on or before 13 October 2026 at 2:30 PM. Bids will be opened the same day at 3:00 PM. Bidders are required to present one guard supervisor and two security guards at board site minimum one hour before bid opening.
