For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Navy is procuring pale cream fire-retardant paint (brushing application, 90°F flash point minimum) as a component item.
Scale appears small to medium—single product line, likely recurring stock replenishment for naval operations. Notable: procurement centralized in Islamabad, governed by PPRA 2004 and DPP&I-35 (2024), with three-envelope submission protocol and security clearance requirement post-award. Relatively long closure (October 2026) suggests standard lead time; medical/DRAP registration inapplicable here, but manufacturer authorization and tax compliance mandatory.
Who can bid: Firms must possess technical and financial capability; DGDP registration required or willing-to-register status accepted. Non-DGDP firms pay Rs. 300 registration fee (DGDP-registered: Rs. 200). Manufacturer authorization letters, price lists, and tax filing proof mandatory. Security clearance prerequisite for contract award. Typically, NTN and SECP registration also expected for incorporated entities.
