NLC is establishing a framework contract for bitumen supply across 20+ locations in Pakistan.
This is a recurring demand-based supply contract, not a one-off purchase. The supplier bears delivery risk (LD charges for delays beyond 5–7 days) and must maintain multiple distribution points. Scale is substantial given the geographic spread and government infrastructure projects. Notably, bidders must obtain client/consultant approval for their bitumen source, suggesting quality and origin verification are critical.
Who can bid: Only OEMs or authorized suppliers with demonstrated on-site supply capability may bid. Registration with NTN/STRN and 100 percent tax compliance are mandatory. Bidders must hold quality certifications per NLC standards and provide non-blacklisting affidavits. Experience with major government or infrastructure clients is required. Typically, SECP registration and valid business licenses are also expected.
