Description / Scope of Work
Comsats University, Islamabad (Islamabad Campus) invites sealed electronic bids from eligible bidders for the procurement of degree folders. This is a goods procurement contract with reference number TN-769 (EFS # 80262) and project reference P150426, funded under the university's FY 2026-27 procurement budget. The procurement will be conducted using the Single Stage-Two Envelope method with Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2026. The bidding process is open to all eligible bidders registered on the e-Pak Acquisition and Disposal System (ePADS v2.0).
Bidders must meet eligibility criteria as detailed in the bidding documents and are required to submit bids accompanied by bid security in the form of a Pay Order, Demand Draft, or a bid securing declaration as specified in the bidding documents. All bids must comply with the detailed terms and conditions, specifications and requirements outlined in the e-bidding documents available on the ePADS portal.
E-bidding documents are available on the e-Pak Acquisition and Disposal System (ePADS) at https://epads.gov.pk/opportunities/federal/procurements/150426. Interested bidders must register on ePADS v2.0 to participate. E-bids must be submitted through ePADS v2.0 on or before November 3, 2026 at 11:00 AM. E-bids will be opened on the same day at 11:30 AM. Manual submission of bids will not be entertained.
